Arctic Modular Homes focuses on designing and constructing homes specifically tailored for the Arctic region. Stuart Rostant and Amanda Doiron, owners of Arctic Modular Homes, were living out their Arctic adventure in Cambridge Bay, NU when they decided to put down roots and build a home. This project was a traditional stick-build house that came in pre-built pieces. However, they soon discovered that building with lumber in the Arctic posed challenges such as time delays and equipment issues.
Building in the Arctic comes with its own set of risks and costs. Harsh weather conditions, like blowing winds and extreme temperatures, make construction difficult. Despite going over budget, this project taught them valuable lessons and marked the beginning of their journey in Arctic construction.
Recognizing the pressing need for housing in the region, they started designing and building homes specifically tailored for the Arctic. Their first breakthrough came with the discovery of the ICE Panel that allowed them to close in a residential building envelope in just 10 days. The ICE Panel system proved highly successful, leading them to undertake various projects over the years, including multiplexes and a mixed-use commercial building.
As they continued to evolve, they realized the importance of addressing the housing needs of all communities. This led them to explore modular housing solutions. The French Society, based in Cambridge Bay, Nunavut became their first customer, purchasing their modular ICE Panel build to serve as transitional housing for women. Transitional housing has been a critical issue in Nunavut, with long waitlists for public housing. Their goal was to incentivize homeownership and provide affordable options for individuals and families.
In 2022, they decided to make their ICE Panel units smaller and more cost-effective. Utilizing the same ICE Panel building envelope and shared mechanical space, their goal was to bring one-bedroom units to market at an affordable price. “$460,000 is unaffordable to a lot of people” notes Stuart. He goes on to explain that “the government is receiving tenders from Nunavut Housing Corporation (NHC) for $1,000 to $1,200 a square foot. At roughly $615 per square foot, our buildings are almost half that cost. From an affordability standpoint, we are doing things that NHC is not able to do right now. We have proven that we can build at a better cost”.

They understood that simply having a great idea wasn’t enough; they needed to address the unique challenges of the Arctic — this is where the ICE Panel comes in. Their design incorporated the 7.5″ ICE Panel, which ensured durability and longevity. Additionally, they implemented shared systems, such as fuel tanks, water tanks, plumbing, and heating, to reduce costs and increase efficiency.
Their mission is not only to build homes but also to create sustainable communities. They believe in educating and empowering individuals to become homeowners. To achieve their vision on a larger scale, they envision building a factory in Winkler, Manitoba, where they can build ICE Panel homes year-round. This facility would allow them to streamline production and meet the growing demand for affordable housing in the Arctic.
